Ok, it's an adjustible cell phone holder that connects to an air vent. I have a magnetic one for my vent and a magnetic one that plugs into my power port to charge my phone at the same time.
Eventually, I'll put in an infotainment system into my 2002 BMW and not need these anymore.

Before my new car had blue tooth, i did use the clip to mount my iphone, i still do have it in the car and can mount my phone as we can not have it in our hand at all while driving, but mounted is ok.
