In traditional residential tract homes in Southern California (Ventura and Los Angeles Counties), I have never seen this come up or be an issue. I've been around the business 30 years and worked with people who sold over 100 homes a week for several years in a row. Therefore, like the sun going Supernova or an advanced alien race invading us and using us as livestock, water rights are not something I concern myself with.

Riparian rights or rights to river/ stream are becoming rare in real estate transactions and only in rural places.
Individuals "OWN" the water kind of counter to the idea of freedom
There are states it is illegal to farm rain water from your roof or in buckets
