Most auction sites do have specific instructions/rules for bidding (both the ones that happen online and the ones that happen on courthouse steps). And they usually indicate what the opening bid must be. You might want to find a real estate professional who can help you navigate. 

What does it say in the fine print/instructions. That should tell you if you are also including back taxes & interest.

Are you taking about tax liens? If so then yes, its the taxes plus interest payed, which is up to a bidding system. If your taking about foreclosures then its actually a bit complicated, could be what the banks or city believes it is worth or could get. As for Auctions, well I can't say for sure but I believe that they list based on what the property appraiser says its worth minus depreciation plus interest.

Are you talking about a foreclosure?  A lot of variables involved that your questions do not address.

An open ended question. If a foreclosure, the lender can bid what they are owed which is normally above what the property is worth.

Can you be a bit more clear with your question?

If it is a foreclosure they often are mandated by law to ask 80% of what is owed. If no one bids that high, teh bank can take it back and then sell it for market value. Get a a buyer agent who is well expereinced with this to assist you.

Court transcripts would help answer your question but may not change the ground rule. It is usually what is owed for a starting point or what the trustee says is the start. Don't forget the Trustee makes their living this way
