Are you taking about tax liens? If so then yes, its the taxes plus interest payed, which is up to a bidding system. If your taking about foreclosures then its actually a bit complicated, could be what the banks or city believes it is worth or could get. As for Auctions, well I can't say for sure but I believe that they list based on what the property appraiser says its worth minus depreciation plus interest.

If it is a foreclosure they often are mandated by law to ask 80% of what is owed. If no one bids that high, teh bank can take it back and then sell it for market value. Get a a buyer agent who is well expereinced with this to assist you.
