Being a member of a team is one of the best advice given above.  Another way at will take a little longer is to post buyer relevant information for your location.  Buyer surfing for information in you area should find you if you have good content and targeted keyword.  You just can't use houses for sale in Minneapois, use homes under $100,000 in Uptown.

An agent I know in LA sits open houses for all the agents in her office, and acquires buyers that way. You may want to reach out specifically to EBAs like Carla Muss-Jacobs and read her blog and website to see how she demonstrates value.

You could join a team as a buyer's agent.  That might be the quickest way to get buyers, but you'll have to decide if the team format is a fit for you.

When I started out in a new area, I asked another agent if I could advertise their listings to get my phone to ring.  That worked for me.  Work on developing your sphere of influence and let them know you will be glad to help them if they want to buy a home.

The best way to get buyers is to have listings. Listings attract buyers. If you are a new agent, or do not want to or cant get any listings. You need to reach out to those you know, let them know what you do and ask if they need help buying a home.

You need to make a lot of face to face contacts and provide some good reasons for home buyers to use your services. They will not want to work with an anonymous person.

Be a  member of some team, if you want to start working with buyers immediately.

At the same time, start calling your circle, friends, family member etc and let them know you are in Real Estate and can help people.

If you are starting out joining a team is a great way to work with buyers. Otherwise classified ads can work, but get ready for a lot of spam before you land a buyer. Lastly just building a wordpress site and blogging about how you help buyers over time will land you business.

Hold lots of open houses, even if you have to sit in another agent's listing, best to ask permission first.

An easier route may be to write tons of blog posts geared toward buyers; How To's, Neighborhood info, Market reports, etc.
