App developers are getting smarter and no longer need to offer everything for free. Interesting question because I was having this exact conversation with someone today regarding app purchases. If it's a reasonable price and a quality app, I don't mind purchasing additional features, if they are honest up front about it.

Depends on the app. Free to play ones tend to have this. I play a couple online games that are similar to this. The classification is called "Free to play, pay to win."
As to productivity apps, I've seen this from day one on my apps. Free to give you an idea of the features and pay to unlock things you later need. Similar thing for my wordpress plugins too. Basic theme: free. Easy duplicate of pages via a template: Paid version.
