Since a broker has access to the agent transaction details, such questions regarding productivity is reflective of a LAZY broker and should raise big red flags for the prospect agent.
The brokers need to answer the agent's question, "What's in it for me?"
That means the broker actually needs the skill set to identify the agents 5, 6 and 7 to present the REAL benefits of association with that brokerage.
A visionary broker will attract seeking agents. The predator broker will offer more 'tran'n' and hidden fees.
After the agent has decided, the broker will find the 'Genius Test' not a personality or IQ test to be extremely important in identifying the right team and mentor for the agent.
The question the broker should ask with true sincerity is, "What are your financial goals?" "May I see your business plan?" Based one the response and content the broker actually needs to have a plan for THAT individual agent. The broker that forces all agents into the same program is the broker to avoid.

Decide on what kind of broker you want to be. I only want to deal with experienced producing agents. So I prospect those who are close to my office and set up meetings with them. I find them via our MLS and reach out to them.

I always handled cooperating agents as agents who were interviewing (without them realizing they were being interviewed).... I did that only if I saw potential because of how that agent handled him/herself during the transaction.... response time, quality of work, knowledge, presence, handling the bumps in the road and more.... great way to pick and choose....

We use BrokerMetrics to identify the seasoned agents we want to target. We also sponsor lunch at a real estate school two times a month. We also ask our agents to try and recruit one agent a month. I don't use a personality test, i find them bogus.
