When the $120 million new Souderton Area High School in Franconia opened in 2009, the district had an agreement to sell the 44-acre campus in Souderton and Hilltown on which the now empty old high school is located. Metro Development Co., whose $11 million bid was the winning offer in 2008, has since dropped its plans and the property was officially put back on the market last month. The old high school was built in 1931, with major additions coming in 1958 and 1989.   The Souderton Area School Board passed a $104.4 million budget for the 2011-12 school year with a 6-3 vote Thursday. The budget includes a 4.87-mill real estate tax increase, which will mean a homeowner will pay $189 more on a house assessed at $150,000.   Student programs will also be cut and some class sizes would increase.
