And everyone was there!  Yesterday, from 2:00 until 4:00 p.m. the Tuscan Development group held an open house showcasing their proposed development and team.  The development sits on 270 acres along what they call the "Golden Mile: along the south shore of Lake Chelan. The proposal is for an environmentally sensitive development that mixes uses including agriculture, commercial, hospitality, vacation rental and full and part-time residences. The group has recently submitted their complete application for the planned development to Chelan County.  The County is soliciting public input to determine the scope of their required environmental impact statement. The Chelan Planning commission discussed "Green & Sensitive" development, which is one of the city council's desires to begin undertaking in 2009.  The state's Growth Management Act is also requiring certain aspects of green development in its latest iterations. There is a proposed development on the south shore of Lake Chelan called the Tuscan Village.  It is is a mixed use resort including working vineyards and orchards, two wineries and an organic food center, retail, community center, hotel, recreational activities, and residential components, situated on approximately 273 acres upland from Lake Chelan. Portions of the site will be planted to expand the vineyards. Built elements would be dispersed in and around the working vineyards and orchards. Shoreline development has become a controversial issue at Lake Chelan.  Chelan County and the City of Chelan are in the process of a "watershed" study to determine the development and regulations that are needed to keep Lake Chelan clean and desirable in the future. On October 21, at the Chelan City Council Chambers, from 6:00 to 8:00 pm, they are holding a Community Workshop for the Shoreline Master Plan. Nobody knows, but I took a look at the data this morning.  To get a meaningful sample in our little market, I looked at 3 bedroom, 2 bathroom home sales in 2006 versus 2008.  The actual declines in sales value were far lower than I expected, with only a a 5.19% decrease in the average price, and a 3.62% decrease in the median price, of a 3 bedroom, 2 bathroom home in the Chelan area this year compared to 2006. After a pretty good August, considering, September residential sales were once again quite slow in the Lake Chelan area.  There were 5 sales in September compared to 20 last year.  For the quarter, we had 38 closed sales in 2008 compared to 78 in 2007.  September sales dollars were 29% of last years number.  Average sales price was $548k in September of 2008 compared with only $469k in September 2007. Even in the picturesque Lake Chelan Market, there is an increase in foreclosures.  Even so, the number is still very low compared to many parts of the country with 8 scheduled auctions as of this writing.  However, that is the highest number of foreclosures I've seen in the area with 1 or 2 being typical. After a dismal July performance that was only 21% of the 2007 number, August somewhat recovered to 85% of the residential closings of last year.  The average sale price was down a bit, so the dollar volume was about 74% of 2007. The Historic Downtown Chelan Association (HDCA) has scheduled Main Street revitalization experts in Chelan, September 9 - 11, for what the Washington State Main Street Program calls a "Resource Team" visit. The purpose is to examine current downtown revitalization efforts, address emerging issues and opportunities, and suggest ways to make the overall effort more effective. As well as the Legacy Ridge happenings, at the Chelan City Council meeting last night the Lord Acres Moratorium was extended, a workshop on 2008 Comprehensive Plan Amendments occurred, utility connection charges for properties outside the city limit were discussed and the Airport Layout Plan was reviewed. Today I thought I would write about vising family who live year round in Chelan, Washington.  This small town on the shores of popular Lake Chelan is an itineresting place, particularly in the summer time.  From Snohomish, where we live and work, it is about a 3 hour drive east over Stevens Pass (Hwy 2) and the Cascade Mountains to Chelan.  We went over to celebrate the 4th, relax on the lake, go for a boat ride, taste some wine, and just unwind.  Chelan has lot to offer visitors: first class accommodations on the lake, recreation in the form of boating, jet ski and kayak rentals, a water slide park, and plenty of wine tasting.  It seems like every time we go over there a new winery has opened.  Like all wine regions, there are good wineries and not so good wineries, but generally that ...
