TOMS RIVER - Greenbriar Woodlands, an upscale, gated community of 1250 homes in Toms River, celebrated their 21st anniversary on July 19 and 20. A committee of 14 residents orchestrated this tremendous endeavor, under the direction of Chairperson Marcia Rubin.
