Here in Ann Arbor, Michigan, it is that time of year again. Budget time. Roger Fraser, City Administrator for Ann Arbor, presents a proposed budget in May, consisting of a two year plan to the City Council to adopt by the third Monday in May 2009.  There is a tax revenue decline from Ann Arbor Real Estate property taxes so there is a negative effect on the budget.  The proposed budget would likely reduce staffing would likely be reduced - including some police and civilian roles. Seventy five percent of employees are represented by collective bargaining.
