River and Rail Cantina is a new "Up and Coming" Tex-Mex style restaurant located in Downtown Monroe. The building overlooks the beautiful Ouachita River and the railroad bridge. They have the outside seating area styled very lovely and open. It has a very relaxing atmosphere with patio tables overlooking the view and they also have fire pits to keep you warm when it's a little chilly outside.            The waitress, Samantha, was great, but they have much to work on. One of the servers dropped some plates and let an inappropriate word slip out in front of us and other guests. They are new, so they are still going through trial and errors.
