High-Efficiency Toilets now Mandatory in California   As of this month, any new toilet installed in a home or commercial building in California must be a high-efficiency model (HET) that uses 1.28 gallons per flush or less.   A bill passed all the way back in 2007 is just now fully coming into force: High-efficiency toilets and urinals must be installed in all new construction in the state-houses, schools, office buildings, and other structures. Snow Day in Rancho Santa Margarita - January 18, 2014 It's hard to write about the upcoming "Snow Day" in Rancho Santa Margarita when the temperature is 88 degrees today. This Saturday, SAMLARC, will present the third annual Snow Day for residents of Rancho Santa Margarita and their guests at Central Park. Two sessions will be available, 9:30-10:45am and 11:00am-12:15pm where kids will enjoy sledding, snow play, music and treats. Admission is $10 for residents and $12 for guests. Some see the recent rise in mortgage rates as a difficulty, but the latest Fannie Mae National Housing Survey posits a different point of view. Their chief economist says: "The spike in mortgage rate expectations this month...may increase housing activity in the near term by driving urgency to buy." He explains: "Consumers may recognize that today's still favorable mortgage rates and homeownership affordability levels will recede over time....
