The number of foreclosure postings dropped dramatically in September, but not because there are fewer homeowners in distress. Instead, the numbers are down because of a new law requiring lenders to contact homeowners and then wait 30 days before filing foreclosure notices. The goal is to encourage loan modifications that enable homeowners to stay in their home. There were 4,775 homes for sale in the 10 cities in my service area on Sunday, Oct. 5, according to the local Multiple Listing Service. While that's a daunting number to home buyers and home sellers alike - for different reasons - it is less than 2 percent of the number of existing houses in Chino, Claremont, Fontana, La Verne, Montclair, Ontario, Pomona, Rancho Cucamonga, San Dimas and Upland. Since the source of the number of houses was the 2000 census, and most communities saw a boom in construction during the first half of the decade, the actual percentage is even lower. Fontana has seen home prices plummet since the giddy "Build, Build, Build" years shortly after 2000, when northern Fontana homes and home prices shot skyward.  Just west of Ontario Mills, at 4000 Ontario Center Parkway, is the new Citizens Business Bank Arena, soon to be home of the Ontario Reign, a minor league hockey team, and site of an array of community events.  The 11,000-seat arena will be shown to the public with self-guided tours on Oct. 18, 2008, from 10 a.m. to 6 p.m., during an Open House Community Day. No matter what the market, people will continue to desire to live in Ontario, as it remains one of the most attractive cities within San Bernardino County. The number of previously owned homes on the market has dropped dramatically in the past six months in the cities of Chino, Montclair and Ontario, according to figures available from the Inland Multi-Regional Multiple Listing Service.  Chino showed the largest drop - 27 percent - in the number of homes listed for sale in the MLS, closely trailed by Ontario, with 23 percent fewer homes listed than on March 9, 2008. In Montclair, the number of previously owned homes listed for sale in the MLS was 22 percent lower on September 7 than on March 9, 2007.  Elsewhere in the region, San Dimas showed the least amount of change, with 136 previously owned homes for sale on March 9 and 135 for sale on Sept. 7. Like a Phoenix, new life is emerging in downtown Ontario, not from ashes, but on land cleared with the help of the Ontario Redevelopment Department. The Housing and Economic Recovery Act of 2008 signed by President Bush in late July offers encouragement to home buyers to jump into the market now, before rising interest rates rise and seller-financed down payment assistance programs end October 1, 2008. Homes Sold: Ten previously-owned homes closed escrow in Ontario, CA, during the week ending August 9, 2008, and 24 Ontario homes reportedly were listed as pending during the week, according to the Inland Multi-Regional Multiple Listing Service, which shows listings and sales of previously-owned homes reported by real estate professionals in the Inland Empire.                                      Homes for Sale: The MLS said 50 new Ontario listings were added during the week, for a total inventory of 786 previously-owned homes listed in Ontario on August 10, including 536 single-family homes with no monthly fees and 250 condominiums, town homes and single-family homes in associations.
