The Los Angeles city council voted almost unanimously to mandate spaying and neutering in Los Angeles.  It became law last October (2008) and was passed with the assurance that all residents of the city would be able to comply because the city made free and low cost spay/neuter vouchers available to low income, disabled and senior citizens. The law was passed with no extra funding for spay/neuter, and no funding for enforcement.  The city controller, Laura Chick found after through investigation that the law should never have been passed, it was essentially unenforceable and made a mockery of "law." Today was the Grand Opening event for Hobart Heights. Hobart is the 3rd low income housing community we did the interior design work for (see projects #1 and #2 here). What's amazing is that I live in Picfair Village, not the Inland Empire or Palmdale where these things have been happening since late 2007. Not in my backyard! I purchased my home when the market was falling 1 year ago. Who would have thought it would go down so much?? Now, I remember this happened before, around 1980, 1988 and 1998. Going further back, we have had 12 recessions in the US since the 1940s.  I am a 5th generation Californian and have heard the same stories time and time again. Real estate always goes up in Los Angeles! In the 1970s, when I was a kid, there were a lot less people. When my Mom was a child in LA, you could ride horses in the Valley pretty much anywhere and there was plenty of open land for peach and orange groves. Not anymore. And people keep moving to this ...

  Well here we are February 2009 is in the history books. So let's see how it fared compared to January as well as last year.  The Active inventory has had a slight up tick, compared to the previous month. Currently there are 55 Active Listings compared to 51 Active Listings in January. I consider this interesting, since it is a 9% increase. Some would consider it insignificant. I feel the need to try to clarify the new $8000 Tax Credit for First Time home buyers. As I was chatting with my Accountant today we started talking about the New and Exiting incentive to get first time buyers into the real estate market.  As we were discussing the benefits we had a few questions that we could not answer:  Why did the politicians pick a date of December 1, 2009 vs. the end of the year? Does the December 1, 2009 date mean Opening of Escrow? Or does it mean the sale must close by December 1, 2009?  Now I must admit we were both confused and did not have a clear answer. Just ran across an interesting article in the Los Angeles Times Real Estate section. The article brings up a seller strategy that was used during the recession of the 80s. "A reverse offer works something like this: A potential buyer has shown more than a passing interest in your house, and the buyer's agent has indicated his client really likes the place. But for some reason, a week or two has gone by and the buyer hasn't made an offer. Something is holding him back. Perhaps he still wants to look at several other places. Or maybe he's paralyzed because of the news about the current real estate market or economy. So now FHA guidelines have been changed and now American buyers have to come up with 3.5% downpayment in order to buy a home.  Loan rules seem to be changing constantly, the internet also I think has changed the way information is exchanged.  The real change started in the year 2000, from realty companies to loan companies making information about all facets of real estate easily available, especially in the areas of Los Angeles, Orange, San Bernardino, and Riverside counties located in southern California.

CNN money.com recently featured an article that highlighted a disturbing trend: "Distressed properties, the foreclosures and short sales that have flooded the market, accounted for 45% of all deals -but these heavily discounted homes have also pushed median prices down." This means that "comps" are not accurate and cannot be relied on since it's difficult to adjust statistics to account for foreclosures and short sales. In turn, property owners (with good credit and verifiable income) wanting to refinance and take advantage of advertised low interest rates, are being declined by banks on the basis that their property has devalued substantially. Is this fair?
