I don't know anything about the Sitzer Settlement, but I think that it is insane that companies who do something egregiously wrong, illegal, or even steal from people aren't properly held accountable.  Their actions lead to billions of dollars of profits and they are only fined millions, so they come out ahead.  From a business decision standpoint, if I knew that I could generate billions but I would eventually get fined millions, it's a no-brainer, but it is not moral or ethical at all.
