There is no difference Diana Dahlberg . I assume when Active Rain was set up they just used the two as a distinction to remind you that you are in the Q&A area and not in the Blogging section of Active Rain (or visa versa).

When an answer is upvoted, the person whose answer was upvoted gets 10 points. 
When a question is liked, it just gets the love of the like - I do not believe any points are awarded for that.

If you will notice on answers to questions the top answer has the most "upvotes", it moves it UP to upvote.  Comments on posts are in the order they were written no matter how many likes they have

It's probably a distinction for programming purposes. The person who you "like" their answer gets 5 points. There are no points for upvotes, but it acknowledges to the commenter that you read their comment and "like" it.
