Buyers complete a form Preliminary Change of Ownership Report Form at the title company when they are signing off.  It asks about the condition of the property. 

The property will be reassessed no matter what. 

Would I complete the form.  I would not.

There will be an assessment whether the information is provided by the new buyer or not. The new buyer could be better off by not providing the information...or worse off.

I don't know how the assessor will determine the assessed value but there WILL BE an assessment so that they can send you a tax bill at the appropriate time.

I don't blame them for asking.  I bet half of the people send it back and it makes their job easier.  Can't get mad at anyone for asking for help to make their job easier.

Granted, you have the right to not help, which might make sense in this situation.  But I don't blame them for asking.

I should have received what? Never saw it! Purchase price is public notice. Sometimes the tax assessor will consider it a non-qualified transaction when there is minimal consideration to change ownership status.

Did it have anything to do with buyer 55+ and taking their old property tax basis with them (Proposition 19)?  If so, it could be a HUGE money saver for them.

If the word perjury does not appear in the document, I would make every effort to create a believable response that creates the lowest property tax outcome.
Generally they are looking for 'concessions' that do not appear in the closing documents.
Then there are always those ethnicity questions that never get the correct response.
