brackets.io is a great choice (color coding, end of element highlighting, etc) and is free; notepad++ is also good

I just got started using Word Press. There are add ons that can cost you money, but the basic is free. It's not as easy as the old Navigator Gold I started with on my first web site back in 1996, but consumer demand more of a WOW website now anyways. I am not exactly sure what you are asking, but I just use what is available to me here.  I did at one time use something free that turned Word formatting to HTML code, but I just googled and found something free.

Yes, I use the retired free version of MS Expression-Web 4. I believe you can still download it but, I don't have the site info.

it does have html-code-checking that is reasonably valid up to the point when it was retired. New html features are not covered but I get by.

I'd recommend this over Notepad.

Notepad++ as others have said.  Prior to that there was one I used, First Page (I think it was called).  It was a MS Front Page alternative.  Worked well and was written for web coding, unlike Notepad++ which is a general editor with abilities to help people code.
