Notepad is the one I hear people use most often. I would not use Word even though you will hear people say they use it. Throws alot of junk into the background HTML. 

Clunker is NVu like I said. There is a similar newer one/version KOMPOZER.

For what?  There are WYSIWYG editors for a lot of different things.  Are you talking about wordpress site development, blog writing, desktop publishing, photo editing, ... ?

I use TinyMCE plugin on my WordPress sites.  I like it because it works well for me ... I can toggle back and forth. 

My personal faves are PageMaker, Quark, Freehand and Illustrator.  I know, I know... I'm a dinosaur.

Depends on what platform you're trying to use it on, or for.  Webpage? Email? Newsletter?  A "What You See Is What You Get" aka WYSIWYG editor also isn't what everyone else sees either, as different browsers change the styles, and formatting too.  So it's literally What YOU See, and not necessarily what everyone else sees too.
