Sorry, no clue what you mean by a packet. It's just directional signs, putting it in the MLS, flyers and an optional sign-in book in my world... when we're allowed to do open houses again in our county... one of the only not allowed to do them in SoCal.

Here in Monterey County, CA we can show homes by appointment only. But we can't hand out anything. Whatever I need to give potential buyers is online. And I just stay with my MLS information, unless I also want to include seller disclosures.

No open houses allowed at this time in our area by health department edict due to Covid-19.
I used to do OH just about every weekend. Excellent way to obtain business from uncommitted buyers and from sellers who are looking for a listing agent.
Our best advertising method was simply to enter the OH in our mls. Then it got pushed out to all the real estate websites. When I asked visitors how they found the OH, they mostly mentioned a real estate website had sent them a notification: Zillow. Refin, Realtor.com, etd.
Sure, I put signs out, too. I wanted the neighbors and looky-loos to come in. You never know where your next business opportunity may come from.

Aside from the fact that California does not allow open houses as a result of the COVID 💩 show, I am not a big fan of open houses. Why you want a "packet" escapes me. Whatever it is you are after, I wish you all the best with it.

Packets are great idea for a time hole open house. I suggest a better application. That is making clear what the PURPOSE of the Open House is.
The proper purpose is often dictated by the age of the listing.
For example an Open House PURPOSED for gaining new listing is best for the 1st open house. The packet associated with getting new listing purposed open house will appeal to community home owners. This packet creates familiarity and sets the stage to answering the only 5 questions a home owner actually has. AND, don't overlook this, these visitors get to SEE the agent in action.
Of course some will blather the purpose of the open house is to SELL that house. OK, Sell the HOUSE could be a legitimate purpose and the way to make that happen is for the homeowner to empower the agent to make that happen. The 'packet' then details the empowerment tools the homeowner has agreed to participate. For this purposed open house having your preferred lender as a TRAINED part of the team is essential. LO not available, the use the Rocket Mortgage app to align that buyer with the landing strip can be helpful.
I would also suggest these new agents go one step further. Citizens have an overwhelming compulsion to be helpful. As new agents, learning to do their own grass roots marketing ressearch is essential. They should get in the habit of ceating a brief 5 question survey abou (how the visitors found this open house(TV, radio, pop-up ad, newspaper, Z, yard signs), where they go to get real estate information, do they belive they are well informed), have you ever used the home evaluation tool on GHhomes.com, and providing binary or check-box response.
From this concept for open houes, new agents create an opportunity that creates not only actionalable market researh information but highly topical leads who have self-selected to reveal where their 'prime objective' lives for them. Self-selection, is crucial. So abandon the 'packet' idea and stage/populate the home with the flags that allow visitors to tell new agents what's on their mind. When the agent sees the visitor carrying the 'down payment assistance' flag, the coversation started is clear.
That's my take on the purposed open house. Takes more work (create once use many times) but the self-selected leads will be golden.

Even if they don't use them, due to covid-19, they should have shoe covers, hand sanitizer, and masks available. Plus they should wear a mask. Also, a trash can at door for people that want to dispose of used masks and shoe covers. Other than that, the basics are sign in sheet that might ot might not get used by visitors, nice fliers with info that might not be in mls, community info, hoa info, closeness to public transportation, local pool and park info, extra business cards, nearest hospital and urgent care center info, utility bills, etc. Just have them make a list of answers to the question: If I was thinking about buying this house, what would I want to know about it before making an offer? Their answers will be similar to other potential buyers. They also need to be aware of " testers" who might stop by and ask questions about racial make-up of the neighborhood, and know not to answer those type of questions.
