If I was a consumer (not licensed), registered on a broker's website and a lender phoned me, I would be livid. I didn't give permission for that broker to sell my information.
However, if they are both marketed on the site on which the consumer registered, there is no problem with them sharing.

Okay let me tell you . . . I had spoken to the service manager at an auto dealership where I have work done . . . scheduled a service.
NEXT THING I KNOW, I am getting a call from a SALESMAN at the dealership! When you come down for service, can I show you . . . NO! And I think what annoyed me the most is, he called literally MINUTES after I hung up with the service manager. So of course when the call came in, I thought it was him.
I called the service manager and told him don't do me like that! (he didn't do it, the database gets updated and it's visible to anyone in the company).
From then on, he texted me via his personal cell to work with me. And he's becoming a client of mine. LOL
Point is, we want to not feel our info is being 'sold' . . .
So not unethical necessarily but I don't know if it is the most effective way!

Couple takes on this
A lender at a bank or reputable mortgage bank cannot have an active broker license or sell real estate while having and active NMLS license. Some lenders do both sell real estate and sell loans- thus they could legally have access. If you have proof of this and the lender has a NMLS license at a reputable place you can file a complaint.
I have access to better spooky tools than most Realtors- I can pull all kinds of information if I'm willing to pay for it. Does that make for closed loans? Nope. Buying leads is not fruitful. Salesforce, Appfolio, Propertybase, Top Producer, Liondesk, Boomtown yada yada whatever doesn't mean I can steal your deals all these companies have a lender partner access to all the online behaviors, shopping, FICO, snoopdog - what do you care blue man?

Hmmm, a lender strikes a deal with KaPow CRM and makes this a 'value added' perk for real estate brokers. Brokers can promote to agents, new and old alike, "I'll give you a FREE CRM & we got train'n!"
If ANYONE were to read the TOS and TOU of the online services they use...they would use NONE of them. But no one reads them. So everyone is tracking everyone and adding to the 'deep learning' data bases.
So, Mr Blue Man, the reality is, there's no fix for stupid.
