They can if it is taller and you cant see through it. My trash day is Thursday, where heavy rain was coming last night, I ut my trash out Wed afternoon so i wouldnt get wet Wed night putting it out. My neighbor remnde dme trash comes Thursdays not Wednesday. I thanked him and put an extra can out. SO no fences cant do it all.

THAT fence won't but I could find one that would. Here you need a permit for anything over 6 ft tall however the materials you build it with are your choice.
