Zillow actually provides this service for those who wish to dance on the side of darkness.
My recommendation is to review your business needs and include 'calls' as part of what you would like your Virtual Assistant to do. Term it as 'appointment making' and NOT cold calling. Make certain to provide the caller an outline of the conversation with inclusion of your unique value proposition.
And, as you have correctly observed, 'internet leads' need to be called in 4.71 nanoseconds.
Actually, there are several VA right here on AR who can make appointment calls for you.

Nearly all the Z leads call me from a link on their sites. Nearly all are not able to buy a home, but every 1 out of 20 or so may be someone wanting to sell a home. The auction is if you use a service that calls these leads, it takes teh personal interaction away and you have lost them forever if they were a real buyer or seller.

I don't buy leads but if I did, no one but me would be making those calls. It doesn't make sense to pay twice...first for the lead then a second time to pay someone to call them for you.
You would stand a much better chance of success with leads if you do the work and call them. But the best way to build your business is focus on your marketing in your local area by networking and community involvement.

Last year I got a few freebie(eye opener) from Redfin, Realtor (both through text msg). People need someone to show SFH and mobile homes. Most is casual buyers. Not quite ready and too busy at work to breakaway from showing.
I called Realtor.com they told me they sent these leads to two or three agents simutaneously. You pay ~$450 per zip promise X leads(not guaranteed) per month. Minimum sign up is ~1 year, that is $5.4K per zip code a year. The marketing guy was honest to admit the conversion rate is 5%. So you get 4 leads or 48 leads competing with two other agent a year. 5% can be 2+ transactions received same time as other agents with other agents you put $5.5K up front. You do the rest of math. Z is a lot worse. It is getting to stock investors that their lead generation system is unreliable. It is impacting Z's stock price to a major blow... I work out of 20 zip codes so I need to put down quarter a mil a year for these crummy leads with Realtor, and Z.....

ZIllow's conceierge service allegedly calls them for you. There are plenty of ways to automate emails and texts to leads though. Not sure of any call centers as most that do this at a high level (spending 10s of thousands per month, per zipcode) have full time staff that call the leads.
