Seriously, cell phones don't do down and life goes on in the palm of your hand.

2. Make a few calls to different parts of town and find out who still has electricity and internet then drive a few miles.

Power went out here on 12-31-2018 at 5:15 pm.  The only back up was candles, flashlights, and patience ... which I wore out and 3 hours later just went to bed at 8:15 pm.

I use my phone as a tether in a power outage with EasyTether Pro. Also good when you go somewhere & their speed it not up to what it could be. So I carry my own internet so to speak & hook my computer to it.

Not a hotspot per se.  Carriers charge for hotspot data but using this is just like doing a regular phone call.

Cable internet goes out in every bad storm and sometimes on pretty days just to keep us on our toes. Internet thru the phone land line never goes out. It is a little slower but always works.

I have a wireless MiFi unit from Verizon.  If I can get cell reception, I can get internet anywhere in the world.  For my phone, if the electricity goes out for several hours and I can't recharge, I have 2 spare batteries always fully charged.

Actually, it happens here often as we live in South Florida:) 

We have a generator, to power up- but with the heavy weight on priorities after a hurricane we don't like to use our cell phones either unless it is very necessary. 

Most of the time, I will post to Facebook that I am out of commission until I get the internet back.

We had a dis-spirited cable employee who got inside a tunnel cut off all fiberoptic cables for perhaps 200K residents.  Those who really wanted to use internet drive 30 minutes. In our case, I met several realtors at the community center pool work out.
