Dave, In the Search Console, click on REMOVE URLs and then enter the page/post url on your site.

I believe it's stil there, but you have to deny the link now.  The terminology changed somewhat.  Thankfully I have not had to look into this.

Looks like you got the answer.

Now you can block the Google and Bing spiders or bots from visiting select pages this way by using the "noindex" tag. Here's a clear step-by-step:

You should be able to tell Google FROM The .ht access on the website itself. Most websites have this ability on the website, do you mean disavow a link or not to index a page? This was removed about 2 years ago so we have to do things manually at this point.
