Need an app for that - I don't believe I have ever uttered those words. 

This is a BIG question to answer. I used to own a software company at one time, and it's more that making that particular one-time decision. There are so more variables within the business plan to consider to help you make that decision.

You are trying to make a decision based on the initial cost/time to market in the first beta. How does it fit in the big picture?

I'd choose whoever could become a partner in that respect, price and time not being a primary consideration.

Depends a LOT on the funding (your own money, investors, loans, etc.), how quickly you need to be in the market place, what their track record is, costs for maintaining the app, how clean and documented the app's code is, if you own the code after or just get an app (in case you want to hire someone else to maintain or need to switch vendors at some point).

I don't trust the Ukraine in general, so I'd pass on that one.  Belize, I'd want to go and inspect the development site (so I could write off a vacation to Belize).

As much as I'd love to say USA or Ireland, the fact that they want 20-25k and 2.5-3 months to get you a PROTOTYPE (not even a functioning beta or alpha test version), I think puts them out of the running immediately.

I'd go with the guy in Belieze because he speaks English and can have the entire app ready in one month AND is the cheapest.  Just try his other apps and make sure the code is clean and documented, like I said above.

I have to say that if I need an app for it I would wait for it.

I am with Ryan Huggins - Thousand Oaks, CA on this one. There are too many variables to consider with the limited information given. And definitely financing and investors play a huge part in what you are able to do. And why only a prototype for that much money and that long of a time from the USA? How much longer will it take to get a working app and how much more money after that initial time and investment?-K

I'd already be looking at how each can handle Phase 2 instead.

I just don't do apps... so this is a moot point for me. Have virtually none on my phone, either. As Michael Jacobs said... I don't believe I've ever uttered those words (and not likely to).

You have some good responses here.  I am not sure I would choose any. I'd first need to get my mind around needing an app for that. 

I would choose the one in Belize, provided that I had some assurances that they were professional and did quality work.  

This happened to me around 7 months ago when I realized that most of my fellow realtors have better websites and even better online rankings as compared to me, I researched on my options and read an article about Real Estate SEO and found everything I was not doing to grow my business. 

I am downtown Madison realtor and evolution is the key to success in this industry so I gave Egochi a call and had a conversation on website redesign & SEO after 2 months I had a really professional website and in the next 3 months, I could see my website on the first page of Google. I saw a growth in the incoming inquiries about condos for sale in Madison WI downtown and finally, I was growing. 

At this stage, we are discussing a local app for listing new properties for the Android and iOS devices, this will help local homeowners as well as potential investors. My strategy for success in my industry is to make things easier for my industry and eventually I will get some returns from this act.

So, who would I choose, if I had a really great idea which needs internet skills, I would choose this agency named Egochi. Ok, I am not trying to sell them to you nor will I get anything in return if you contact them, but thought I would share this insight as this is something good that worked for me so I am pretty sure it will work for others as well.

Too many apps out there already, no need to throw money away in an attemp to clutter more phones with another app.

  I have family  members in Scottsdale who are in the Tech business.  I will let them handle it for me.
