Depends a LOT on the funding (your own money, investors, loans, etc.), how quickly you need to be in the market place, what their track record is, costs for maintaining the app, how clean and documented the app's code is, if you own the code after or just get an app (in case you want to hire someone else to maintain or need to switch vendors at some point).
I don't trust the Ukraine in general, so I'd pass on that one. Belize, I'd want to go and inspect the development site (so I could write off a vacation to Belize).
As much as I'd love to say USA or Ireland, the fact that they want 20-25k and 2.5-3 months to get you a PROTOTYPE (not even a functioning beta or alpha test version), I think puts them out of the running immediately.
I'd go with the guy in Belieze because he speaks English and can have the entire app ready in one month AND is the cheapest. Just try his other apps and make sure the code is clean and documented, like I said above.

And definitely financing and investors play a huge part in what you are able to do. And why only a prototype for that much money and that long of a time from the USA? How much longer will it take to get a working app and how much more money after that initial time and investment?-K
