It's a wet coated seed mixture (coated with a material that holds moisture long enough for the seed to germinate even if it's not watered. It's long been used by the department of transporation for the shoulders of new roads and ones that were widened and what not because there is no way to water it. Had it done on our new home 16 years ago because right after we finished building we went on a two week vacation. Came home to grass.

They use it all the time out here for the slopes along the freeways and ESPECIALLY in burn areas after a fire. Usually a mixture of flowers. Grows quicklly and helps prevent mudslides during the rains. Actually tried to get it for the slope outside of my house once but the area was too small and the cost too high.
