As you might guess, being in a desert region, water rights are a big deal here in AZ. Water law in Arizona is very complicated since we have laws and programs that are Federal, Regional and State based on the procurement and management of water from several major watersheds.
Like Florida, we are downstream from several other states that have access to the water before it gets to AZ. I don't know all the particulars, but I can tell you that it keeps our lawyers busy.
The only time I have ever had to deal with water at my level is when someone wants to dig a new well or attach to an existing well for a new home. Which is becoming increasingly more complicated.
I remember once back in about 2004 the City of Fountain Hills had a moratorium on development placed until they could identify new water rights for some land they wanted to annex in their area. So someone is watching.

Maine, lucky not to be dependent on whether another state slurps up too much water. Have a son in Colorado where the levels of the river, who taps into the supply can affect the recreational economy and more. More worried in Maine about a timber cutting operation somewhere in the watershed of a lake, pond, river or stream though and protect the water quality with riparian buffers, plunge pools, erosion control for non point source pollution.
