Not an expert in that area, but I think Windows Movie Maker does that... and I think it's built right in the Win 10 OS.

I've not found any "free" or paid editor to be easy or user-friendly.  I just hired a professional video production team to do some videos.

You may want to consider the "CARDS' feature on Youtube. Most certainly of you intend to have your video on YouTube.

        Windows Movie Maker is no longer available, and the knock-offs are duds.  I have tried a lot of "free" editors; they are all sub-par.

I use Movie Maker as well. Not to hard once you learn. It's Free.

You can always use Fiverr. They're not to expensive. Just have to look around because they have a lot of movie editors on it with different price ranges.
