In Florida, when many see a seasonal cycle, it is offset by external factors such as tourist, snowbirds, cash fat 401Ks and spring training season. 

Locations like the Florida Keys, Miami and Fort Lauderdale have an additional benefit of incredible foreign buyer segments.

Buying is Key West? Pay attention when next at Captain Tony's or Margaritaville and listen for someone complaining of the tourists, regulations, restrictions and traffic. I expect they will son ban SUNSCREEN in the next few years. That is the right time to buy your oceanfront cottage in the Florida Keys. The moment you uncover one and have the credentials to take controlling action.

Of course you can always time your next trip to be close in time to a Hurricane evacuation.  Perhaps you will identify someone who is "Done with all that!"

well, since they don't make oceans anymore, I'd say as soon as possible.... supply and demand.... always with oceanfront... but that's just my humble opinion...I'm sure you'll read many comments from Florida agents...

I would think anytime you have the money to do so. One day I may buy one, than can let everyone know

If it is a vacation rental then the sellers are flush with rental income during the rental season which makes them reluctant to negotiate. After the rental season they become more open to negotiations as their rental funds dry up.
On the other end, buying a vacation rental home just before the rental season starts means you walk into the rental cash flow.
