I've done some reading on this topic over the last few weeks, since implementing stuff like this used to be my field. The kicker is that it applies to "residents of the EU" not just people who are citizens there. So when I was in Ireland last week, it applied to me. There are some teeth, but I doubt they'll go after "Mom&PopRealtor.com" but that's just my personal view.
I've removed my facebook retargeting pixel (for non-GDPR reasons), I don't collect personal information on visitors, don't use cookies (other than Google Analytics) and I block foreign IP addresses, including those from the EU. I'm not concerned with GDPR.

I have written two very long ActiveRain blog posts on the GDPR and in the posts along with in the comments, some of my answers are quite long, I explain how the EU forces U.S. websites and companies to comply.
Yes, the governing body of the GDPR is not going to go after every single website, nor do they have the money to do so, even if they want to.
They will only be alerted about our small sites by an EU citizen who files a complaint against us.
Then they will send us a letter to comply, list our violations, and give us time to comply.
Now, to the point of enforcement. Remember when the EU subpoenaed Bill Gates and sued Microsoft? They were able to do so. They did the same thing to many U.S. companies and web providers.
International courts are also in play.
They get enforced by the U.S. Federal courts! YIKES!! TO me, that is like a violation of our constitution. Don't shoot the messenger. I am not in favor of this at all. Foreigners are allowed also to sue U.S. citizens in the U.S. courts.
You are right to be concerned.
Our current President and the current website controlling body are not in favor of the EU GDPR either. But the next President may like it. It changes with the wind instead of holding fast to weigh with our constitution. We lose sovereignty by the day as a global system keeps getting put into place.
The EU premise is they are "protecting" their citizens no matter where they are in the world and no matter who they do business with. I feel like putting a sign on my website saying no EU visitors allowed since your government wants to tell me how to run my business!
