It sounds more like "victim" marketing than "target" marketing and the victims are probably those with poor credit/no credit. While it is not true predatory lending or subprime lending, it contains one element...putting the emphasis on only the monthly payment.
I did the math...$36,000 divided by $295/month = 122.03 months or 10 years, 2.03 months. Not many people keep a car for 10 years and even if someone did, they would probably have negative equity and require gap insurance for some time. Is there any mention of a down payment, terms, prepay, etc. in the advertising? APR? Or is this a "buy here, pay here, sign and drive" type of dealership?

Years ago I saw an ad whilst visting my folks in central NY. This "big" guy would yell his savings were "HUUUUUGGGGH!" at the end of evey commercial. Now he is one of the countries biggest dealerships and owns several privated gets and a caribbean island.
