Yes and yes. Sometimes the feedback is simply that this is not the right home for the buyer. I have found that getting into specifics (the buyer didn't like this or that, or a list of repairs needed) puts both the listing agent and seller on the defensive. When I am the listing agent, I appreciate feedback but usually I can predict the reasons a buyer may pass on a property and try to prep my sellers for such objections.

1. I will offer feedback if there's a reason to, i.e., trouble securing property, a leak, something listing agent needs to know. If my client has interest, I won't tip our hand to the LA. I don't want them shopping offers or blabbing to seller. If the listing agent requests feedback, I will respond diplomatically, thanking them for facilitating our showing.
2. I'm really only interested in an offer--or to be informed if something is amiss. I'll be gracious if feedback is offered but I won't chase it down unless I have a reason. We're busy, and if everybody did it all the time, who would have time to do the job?
As to your comment, relationships built over the years w other brokers in the area are based in successful transactions. I'm not saying feedback is not a good idea. Just a YMMV thing.
PS. A broker friend showed a property I had just put on market, called me immediately upon discovering mold in the back of a cabinet, figured I did not know. She was right, and it required thousands in remediation. I was grateful she took the time to get a hold of me. So every situation is unique.

Most agents do not do either. And it is totally understandable, since we have so much on our plates with marketing, prospecting, showings, appointments, networking, blogging, calls, etc. etc. not even mentioning traffic for some of us...
But isn't it an excellent avenue to market yourself and position yourself as a professional to other agents who may be working with you down the road?

I give feedback when asked by listing agents and I ask for feedback from agents on listings if I am not inundated with showings. Often, though, we pretty much know which listings need feedback and which ones will most likely generate multiple offers, so the answer to the last question is not always.

About 80-90% of the time, I provide feedback. If my clients are considering putting in an offer, I hold off because I don't want them to know until we're ready to go. In those cases, I do admit I sometimes forget to provide the feedback after they decide to move on to another house.
I never provide feedback on price.
And I use the showing time application which does send a feedback request. I don't bug the buyer agent if I don't get any feedback though.

I give feedback sometimes only if they call and I pick up. If they leave a message, I don't call back. Or if I just have a minute when I get the email come back from the mls. I am guilty on not calling back all the time asking for feedback but that is truly something that I plan on doing all the time moving forward.

No. They can ask but they don't get. Here's why. Why does a listing agent need feedback? Professional listing agents don't need to if it's priced properly or the condition of the property is right. If the listing agent don't know those answers, then they are not doing a competent job.
So they ask about what my client is thinking, and if they are interested in writing an offer? As if I'm going to share that information,
Anything said between my client and I is confidential. It's the #1 fiduciary duty of every agent.
Loose lips sink ships.
Unless, the property really sucks, is misrepresented in the mls or the photos, then, I let them have it!

I used to always ask, and maybe get 25% of agents to respond. Now I don't always ask anymore, because even if I do get a response, most of them are not helpful. I will get responses like, "the buyer decided on another home", or "I don't remember your listing because we have looked at so many homes". How does this benefit anyone?
If an agent asks me, I will always provide feedback.
