It is two fold process here in AZ. The AZ Dept of Real Estate requires any subdivider to file a public report disclosing the plans. The public report must identify a number of important items including the zoning density, long term property management issues, police and fire and even utilities (electric, water, etc.).

After that the local authority, city, town or county ensures that the development meets all local zoning and building codes, etc.

nothing in my "state" it's all handled by local county government regulations.

It is local authority - mostly town in which subdivision is built.

Our local cities take care of this.

Governing authority

Subdivision sales are not regulated by anything special. The process is the same as an individual parcel or lot. You just need lots more money.

It used to be Florida Division of Land Sales.  Not anymore.
