As far as the decision of whether to tag or not to tag in a comment is concerned --- it depends.
When leaving a comment -- I usually won't "tag" the original author. Afterall it's his/her/their post. If he/she/they are interested in reading comments, they will see it.
When referencing someone beyond the author of the post, I may "tag" the person so they can "see" the comment I am referring.
I don't mind being "tagged" although any "revisit" may likely depend on if I happen to "see" it, "the time I have available" and many other random reasons which I will leave open due to the statute of limitations and executive privilege.

Be aware, when the publisher writes the a comment to the responder, the responder receives notification. If the conversation continues, then tagging is necessary to alert the responder a message is waiting.
However, I suggest doing this only for those who contribute to the conversation.
Do I like being tagged? Of course. It is a "I see you" that goes a long way in sustaining the community.
