Ha, I am laughing Peter Mohylsky because I am one of the small group of Rainers that works in Hawaii. Yes, I set my blog post to show up at 9 am Pacific Time on AR. But my laughter is about TIME ZONES. In Hawaii our schedule relative to other users here will move up an hour when most of your change by "falling back" an hour come November. We don't "spring forward" or "all back" so time relative to almost all of the worl changes for us in November an again in March. I am 5 or 6 hours earlier than Eastern Time (noon Eastern is sometimes 6 am here and sometimes 7 am). Schedling for the world is what we do here on the islands and not just for AR posts. Imagine having a client who likes to touch base first thing in the morning, but his morning is 6 hours earlier than your morning... no, I do not rise at 3 am to call my New York client at 9 am his time!

I wouldn't worry about the exact timing too much. That's more of a consideration for someone with several thousand daily visitors.
The most important thing is that you stay consistent with your posts and mention other websites/social media influencers. After you post, reach out to those people and (hopefully) they will link back to you.
The more "links" you can get to point back to your page the better that page will perform. This is how you move your websites up the search engine rankings and generate free organic traffic on a consistent basis.
