Mechanics liens need to be recorded.  Once that is completed, they are public record.  I would check with a reputable title company for verification in my area.

Mechanics liens may be filed anytime during the construction period. A 10 day notice of completion is filed in the register's office giving public notice that the property is closing out.

They have to be recorded properly with the city. I'm not sure about the state. 

others answered - county courts but it's recorded against the property as a lien and the owner can't sell or refinance without paying
