Can you use the GIS function from your county?They use Esri and Bing aerials (at least ours does) and show the lot lines, distance, even the zoning. I thought your county was the other one besides ours that has great County GIS.

I would never load that program on my phone. It takes a ton of memory & I'm not sure you phone would run right. Our assessor has just what you are looking for right on their site - check to see if yours does. Lot lines drawn with tax ID #'s right there.
The only thing I know is that if you try to draw a line of sorts in G Earth, it measures your mark. Click to unclick so so speak.
