It is a disclosure because some landlords have been rerenting the places and not getting rid of the bugs, or not leting the new tenants know there was a problem
The disclosure just outlines that landlords have to disclose if there is or was a recent problem and lets teantns know what to do to report these pesky critters. I've never had to deal with them but I do hear that they are tough to get rid of and may be an ongoing problem if nottreated correctly.

The rental properties that I own are definitely up-to-state standards on leasing laws in NC - not sure about being up to CA standards on bed bugs though!! That's definitely something I've never had to deal with!
