Where offshore?   Here in Florida, we think of "offshore" as the Virgin Islands, St. John, St. Croix, St. Thomas, Bermuda, Bahamas, etc.

Not sure what you're asking but I will say it's always best to stay within your area of expertise.  

Not me personally but I do know those that are because of the cost advantages in most cases

I don't know enough about the markets to consider investing there.
