I would change my website services.
What you need is their IP, not their email address. IF your service is not capturing IP, you don't need them.
However, using the email to put some heat on their goals to obtain a second level of interest will make the IP even more valuable.

Well, email marketing works for conversion. But I think, in all honesty, it's not always enough. This is how I would do it:
So you have the list of 200 leads (emails and names?). I would use an e-mail marketing service like Mailjet or Mailchimp. They allow you to create personnalized e-mails, with a great layout (and actually have data on how your email campaign is doing ), and for only 200 addresses, good news, it's free!
Make sure to have calls to actions, linking back to your website and social media profiles (Twitter and Facebook are the priority here). If you want to get technical you can even set up retargerting ads. So if they open your e-mail or visit your website, you can set up retargeting ads on Google, Facebook, etc.. (which is pretty efficient).
When it comes to the ads, make sure to create a cool layout. I'd go with an ad about the listing they were interested about. I use canva (a free tool to create stunning visuals for your ads, it's super easy to use, free, and quite frankly, it will help your ads stand out).
