Sorry, but I've not had this issue. And I'm an old person who has moved many times and have never done that. Working with people in their 70's right now who are packing up to stage their home and I've been in and out of their house for a week and have not see this.

give them guidance, and they will follow your instructions...unless they are physically not able to do it....then you need to set them up with the right assistance.... moving books:  high school football player.... call the coach and get some names for bullwork to be done.... it's a good workout!! and you pay them a $15/hour....

Dollars speak.  Remind them that if there is not a clearance on the steps and someone falls down the stairs, that will be an expensive issue to adress.  At the very least, move books to all one side, so someone can hold onto the railing. 

Let them know they shouldn't give someone a reason to sue....and they seem to have hundreds of reason on the floor!
