All contracts are to be reviewed and signed by seller. If you wonder about it demand the listing agent to show it with his broker.
In the old days all offers and seller show at review time in the office. The listing agent announced all offers in public and ask if the buyers will bid up.
Right now it is the other way around. Sam can you imagine my Palo Alto listing has no offer after two weeks. Please bring your client and make an offer...Below asking is OK...

However, this issue is one frequently lamented by agents who simply don't know how negotiate. I know I've sold a lot of houses while buyer two and three twiddled their thumbs speculating the same thing.
No, I will not show any evidence such offers exist.
It is tough business. The losers like to cry about honesty and ethics when the reality is, they been in the business long past their usefulness.
It is the agents job to create value for their clients offer. Be prepared for the "HIGHEST and BEST response" in all situations regarless of the perception of other offers..

An agent who would lie about other offers, or anything real-estate related, could be found guilty of violating Article 1 of the Realtor Code of Ethics. Assuming this individual is a Realtor, you would be doing the industry a great favor by reporting him or her to your Board of Realtors.
On top of this, once the agent has prepared multiple counter offers when there are no other offers, well, he's involved his seller in fraud, and you might want to consider filing a complaint with the licensing entity in your state.
