A weep hole is a small opening in the brick or stone mortar joint that is designed to allow water to weep from behind the wall veneer. That is right, the brick on your home is a veneer, a simple covering that hides the rough framing of the exterior wall of the home.

Common in brick veneer, they help allow water out, and air in. Flashing is normally installed in a mortar bed joint just below the weep holes. They also serve as a doorway for bugs and bees to build homes between the brick and sheathing.

It's used for drainage in any material - it is used in brick/masonry, stucco as well as interior (baths/showers).  However, many homeowners fill them with caulk, defeating the purpose of the weep holes!!

Weep hole. A dingy drinking establishment frequented by the broken-hearted. Also a small aperture at the base of a retaining wall, window frame, etc., to allow accumulated moisture to drain off.
