Yes, in California you have to disclose that the client has a real estate license.  Technically, you should also disclose even if their license is not valid any longer (expired) since it technically still exists and can be renewed.

If you are licensed in the state you are buying, yes. In Hawaii, if the buyer is licensed in another state, represented by an agent licensed in the state, then no. In California, I would disclose whether I need to or not. And "licensed" includes if it is on an "inactive" status.

Yes. We must disclose it.  I recently wrote an offer listed by the father of the owner.  Daddy did not disclose that listing agent and seller/son are related. I discovered the relationship while completing my due diligence ... my first clue was their last names were the same.
