I would search Google for independent property managers in Tampa. Then I would go to Yelp to see if I can find reviews. I might also ask the property manager for some people who could give testimony to the quality of communication and taking care of problems quickly. I would also ask probing and telling questions. I know with my property managers I recommend they have subs that can go on weekends and holidays for serious problems like air conditioning breaking down on 100 degree days even if it is Sunday. If they have that then that is a good indication of a quality manager.

Depending on her needs Craigslist can also be a good resource for local rentals. I never recommend it for home sales but for rentals it can be very effective.

The MLS, hotpads, zillow, trulia, realtor.com, apartments.com Those are some I've given my friends lately. The MLS doesn't have many options out here, but the others have tons of listings. I get around 6-10 requests to rent one of my rental houses each day from Zillow.
Craigslist exists because of rental home listings. Also try there, but beware of scammers.
