The supermarket I use offers paper or plastic but I have shopped there for so many years everyone knows me so they never ask. They know to put the wet things (milk, ice cream, meat, frozen, etc) in plastic and use paper for bagging dry goods and cans. With our high humidity here, I will be very unhappy if they ever ban plastic as the wet items soak through paper before you can get home and unload the car.

I almost always use my recyclable bags but even when I do not, I do not get asked the question. The default is plastic. A few years ago, when we still owned a beach house on the Outer Banks, the larger stores were required to go to paper. So we had to go to smaller stores in order to get plastic bags, which can be reused in a number of ways.
