In my corner of Wisconsin, I place my own.  Metal 18x 24" framed signs are there norm here, not the post signs.  When I was in the Minneapolis area, we had somone install the post signs.

I work mostly with condos which, unlike SFRs, do not permit signs to be installed so rarely need sign placement. When I had commercial listings in the past, a vendor was used for sign installation and was well worth the cost since different cities/municipalities here have different regulations about when the sign can be placed. I place any riders or lockboxes as needed.
