Gene Riemenschneider if you are interested in keeping the text documents, I'd suggest some software with OCR capabilities (or even PDF2WORD online service) that would convert them to a document which eventually you can save as a PDF document. (Most formatting should stay as is.)
As far as lines are concerned, not sure if photoshop would help.
For maps, and perhaps for other documents, too --
Try Helicon Filter (its free for another 85 minutes at the link I provided, if you are awake...) Not used it, however, I feel it may solve your problem.

I'm not sure if it'll work for this, but GIMP is a free, open source, "GNU Image Manipulation Program" (hence the name "GIMP"). I've been using it for years. Just as powerful (and complex) as photoshop and 100% free.
