There are geo-fencing safeguards in place as well as "drone zappers" near sensitive areas. Enforcement safeguards are bound to improve further with time.

Complaints will probably been handled by local police depts. If you fly near an airport or other restricted area, U.S. Marshalls might get involved. FAA just reduced the no drone zone around Washington DC from 30 miles to 15 miles.

There was an incident recently here where someone was practicing and crashed in a fenced yard; even though they were properly registered the was a lot of hoopla brought about by the property owner and the local police took it away! I have not heard the outcome but will assume just like other incidents it will be a smart phone video of part of the action to try and bring the downfall of the operator.

If there is a gps in the drone, they will be able to monitor where and at what height it is flown, and perhaps fines in the mail. In my area they are banned within 5 miles of the airport which is my who city.
